Because the subject, the thing that is doing the snowing, is in fact
indefinite. When "it" snows, what is it? Quand il pluit, qui est qu'il?
Cuando llueve, quien llueve? In Russian the rain, snow etcetera is the
subject of the sentence, the verb being simply "go."
I used to prefer {peD} and {SIS} alone. Now I like {-lu'}. No canon
justification.
