Suggestion #1: copy the dictionary.  If you type it into a computer file
you'll have something useful when you're done, but it's the act of
copying it that is important.  Add the additional words from the web
page, again typing each one in yourself.  It's a laborious exercise, but
it helps with vocabulary a lot.  It's especially helpful in the recall
side (English to Klingon), since even if you don't remember the exact
word you'll have a better feel for what words have translations at all
and be less likely to waste time looking up words that aren't there.
But it'll also help a lot on the recognition side (Klingon to English).

Suggestion #2: write, write, write!  Post to the list, keep a journal,
correspond with someone privately in Klingon - the more you compose your
own Klingon, the bigger your vocabulary will grow.
