A FAQ note

Just a quick note concerning the FAQ. I've made a couple of changes and
additions today, and the numbering has changed a little bit. In
particular, the much-discussed 3.5 is now 3.4, and the entire section 4 is
now under section 3.
I believe the structure of the FAQ will be stable from now on, with
additions not affecting current entries; apologies for messing with the
organization.
