I defined this once before on the list; charghwI', do you have a definition
on the web page which I'm too lazy to look at?  We should have one.

"Giving noogies" (note that the Klingon word is actually a verb, to give
noogies) is slang for an action that involves sharply rapping or very
firmly grinding the knuckles of the noogie-er on the head (usually front of
the head, above the forehead) of the (unfortunate) noogie-ee.  Done
properly, it hurts.  And if the noogie-ee has ridges, maybe it hurts the
noogie-er as well... which might explain why Klingons like it.
