No, I'm afraid only one of us is right.  We were both quite careful to
qualify which {-wI'} we are discussing -- "one/thing who is/does".

TKD does say that {-wI'}, my(language-using), is a type 4 noun suffix
(*not* type 1), but that's not the {-wI'} beHwI"av is confused about.
I believe his confusion stems from the verb suffix first being introduced
in TKD 3.2.2, in the *noun* chapter.  It's *introduced* there, but it's
not fully *defined* until TKD 4.2.9.
