I doubt there's a "standard" for transliterating into Klingon; there don't
seemm to be perfectly consistent standards for transliterating from
anything else into anything else.  But what the hey.

Neither do I; Klingon doesn't have any examples of syllables ending in
{-st'} (*three* consonants at the end of a syllable??) or starting with
{'r-}, etc.

Nor do we have any evidence of syllables ending in the consonant cluster
{-'S}.  You can do use {-aS}, or {-a'aS} I suppose, if you need to preserve
the double a.

Klingon has no examples we know of of bare vowels touching each other;
{*qaI'} doesn't make phonological sense in Klingon.
