I think you're right. "Rumaiy" is the name of some tribe/family/<insert
anthropological term> that appears in at least one ST novel; the example
I can think of was by Vonda McIntyre. The name "Klingonii" may have its
origin in the line from "The Trouble with Tribbles"
"Half the quadrant knows it! That's why they're learning to
speak Klingone...hee hee hee...[dissolves in laughter]"
I haven't seen the script, but I'd bet that it read "Klingonese" and
the actor just delivered the line that way.
"Klinzhai" has appeared in at least one ST novel (the one that comes
to mind is by Diane Duane) as the name of the Klingon homeworld.
For the rest, I have no idea; I'm pretty sure they're non-canon.

If any organization I'm associated with has an opinion about this,
I'd be very surprised...but I need to fix that, and get my $$$ to
the KLI right away. :-)
