{ja'} is a verb of speaking and does not use {'e'}.

This sentence has a double negative, I don't know if Klingon allows this.
You also need another {'e'}:  QIvbe' tlhInganpu' 'e' vIHarmoH 'e' vIHechbe'.
(I do not mean to make Klingons believe they are not inferior.)
Do you mean to say this?  It sounds like you are saying "I intend to make 
Klingons believe they are inferior."

When a conjuction is used with nouns, it comes after the noun; but when a 
conjuction joins sentences, it comes between the sentences.
