AFAIK never used in a Klingon sentence.

"Highly developed" in Okrandian usage:

"One of the most highly developed of the Klingon arts is sculpture." (KGT 79)

"the Klingon sense of smell being particularly highly developed." (KGT 86)

"For Klingons, among whom cursing is a highly developed art form..." (TKW 137)

"As with other technologically advanced peoples, Klingons have developed rather sophisticated weaponry." (KGT 54)


Societal development in Trek:

Sigma Draconis III rated B on the industrial scale and 3 on the technology scale (equivalent to Earth year 1485). Sigma Draconis IV had an industrial rating of G (ca. Earth year 2030). (TOS "Spock's Brain")

Inhabited by humanoids, Organia's primitive society rates Class D-minus on the Richter scale of culture. There has been no development of Organia's culture in tens of thousands of years. "This is not a primitive society making progress towards mechanisation" (Spock, "Errand of Mercy")
