I'd interpret «tughHa'» as referring to a future event (relative to the setting); basically the equivalent of «poH nI' pIq».
For "not answering sooner", I might recommend something like «jIjangta'pa' jImImtaH».

I just wrote an email starting with "sorry for not answering sooner" and
I wrote {tughHa' jIjangmo' jItlhIj}.
I think that would be understandable, right? Even in english "un-soon"
