It might be similar to the English "lay, lay down". One lays (down)
roofs, bricks, pipes, tiles, and wires. OTOH one installs electrical
systems.
Perhaps Klingons use the same word for both things? ;-)
One exception is what the {velwI'} does. He does not {mutlh} the carpet.
