syllables

So if I'm not mistakin, Klingon syllables are CVC or CV, period.
There are no VC syllables (besides -oy).

Does this mean that {tlhIngan} is split tlhI-ngan and not tlhIng-an?

Or is there a rule that I'm missing?

And is it actually stated somewhere that it has to go CVC, or do we
just assume this?
