Never used in canon.

"Developed", "advanced", (also "sophisticated"?) as used by Okrand:

   "One of the most highly developed of the Klingon arts is sculpture." 
(KGT 79)

   "the Klingon sense of smell being particularly highly developed." (KGT 86)

   "For Klingons, among whom cursing is a highly developed art form..." 
(TKW 137)

   "Scientific research has also provided the Klingons with a range of rather
    advanced but more familiar armaments." (KGT 55-56)

   "As with other technologically advanced peoples, Klingons have developed
    rather sophisticated weaponry." (KGT 54)

   "{jan} is normally translated as 'device' and is usually applied to some
    sort of sophisticated apparatus .... {chu'} ... when applied to techno-
    logically advanced devices, including weapons, means 'activate'." (KGT 74)

   "More sophisticated Klingon food preparation involves keeping anatomically
    identifiable parts separate." (KGT 88)

Trek notes:

Planet Sigma Draconis III rated B on the Federation industrial scale and 3 
on the technology scale, equivalent to Earth year 1485.  Sigma Draconis IV 
had an industrial rating of G, ca. Earth year 2030. (TOS "Spock's Brain")
