If you want to stick closer to the text... {Qu' chu' tu'lu'} "there's a new
assigment/mission/task".
For "research and development" you could try a compound purpose-noun,
something like "research and development section". Some verbs to consider
are {Qul} "research"; {'ogh} "invent, devise"; {Hach} "be developed");
{'Itlh} "be highly developed, advanced"; {chenmoH} "build, form, make,
create" and {cher} "establish, set up". I would use {Qul} and
{'ogh}: {QulmeH 'ej 'oghmeH 'ay'}.
Note BTW that the definition of {'och} was extended to "design" in the BoP
poster:

We also have the slang noun {chab} "invention, innovation":
{chab chu'} (literally, "new pie") is another way to say "new
invention" or "latest innovation" This is no doubt because the
Krotmag pronunciation of {chab} (pie) is {cham}, the same as
the word for "technology". (KGT 21-22)

On a starship the operations officer/Ops Boss {Qu' vu'wI'} (literally
"mission manager"} works at the {Qu' vu'wI' yaH} "Mission Ops
[station]". A large business might well have a {Qu' vu'wI'} as well in
charge of the various {Qu'mey} "duties, missions, tasks" (cf. also {jInmol}
"project", {nab} "plan" and {mIw} "procedure").
