As used in canon:

   I am happy to hear that information. KGT

Although Troi said, "There doesn't seem to be a Klingon word for 'jolly'" 
after translating the song "For He's a Jolly Good Fellow" for Worf's 
birthday (TNG "Parallels"), {Quch} is pretty darn close.

Cf. also the verb {bel} "be pleased" and the noun {bel} "pleasure, joy" 
(which will do for "happiness").

{QuchHa'} "be unhappy" - which is not the same as {Quchbe'} "not be happy".

Cf. also {'IQ} "be sad", {'It} "be depressed" and {belHa'} "be displeased".
