No, they can't act as vowels. There is no Klingon word like {Syb} or {m'q}
or {Hwch}, where the only sound following the initial consonant is {'}, {w}, or
{y}, possibly followed by an additional consonant.
You replaced {w} with {'} above, but the argument is the same. {'} is very
*different* from English, where it has no sound, and it is always a consonant
in Klingon.
