As discussed by Okrand:

   {Hov} refers to the same celestial object as star (KGT 204)

As used in canon:

   Hov ghajbe'bogh ram rur pegh ghajbe'bogh jaj.
   A day without secrets is like a night without stars. PK

   jIjatlhpa' jatlh Hovmey.
   The stars will talk before I will. PK

   Hovmey Davan
   You salute the stars. TKW

   Dejpu'bogh Hov rur qablIj.
   Your face looks like a collapsed star! PK

At the opposite end of a collapsed star {Dejpu'bogh Hov} is a nova {puyjaq}.

Cf. {Hov leng} Star Trek, {HovpoH} stardate, and {Hovtay'} star system.

Cp. the element {'ej} which in the modern language appears only in the 
compounds {'ejDo'} starship, {'ejyo'} Starfleet, and {'ejyo'waw'} star 
base.  Okrand writes:

   The syllable {'ej} also occurs in {'ejyo'} "Starfleet". There are,
   however, no known Klingon words {'ej}, {Do'}, or {yo'} that have
   anything to do with Starfleet, starships, the Federation, or space
   vehicles of any kind. It is quite likely...an Old Klingon word...
   that is used nowhere except in the noun {'ejDo'}. Of course, with-
   out further study, that remains pure conjecture.  (TKD 20)

In light of the above, presumably {yo'} referred originally to a sea-going 
fleet and was only later applied analogously to spacecraft.
