Glen Proechel used *{Dochmeyvam ngaS paqvam} "this book contains these 
things" and the KLI's *Qo'noS QonoS* uses *{ghItlh HIDjolev} "the 
manuscript's menu" at the top of table of contents pages.

The Klingon Google (http://www.google.com/intl/xx-klingon/) uses {mem} 
"catalog" for "directory" - which is a type of table of contents.

You could also use {tetlh} "roll, scroll, list" and, maybe, {buv} 
"classification" - though these could work for "index" too.

Of these, a simple {HIDjolev} or {mem} at the top would be fine.
