No ones responded yet, so I will. First, some vocabulary:
{tlhIngan Hol yejHaD} = The Klingon Language Institute (KLI)
*{jabbI'IDghom} = "mailing list, newsgroup" (it's not official but we've
been using it for years, almost since the list began)
>qatlh *hotmail* Qapbe'?
>Why doesn't Hotmail work?
Word order (the subject FOLLOWS the verb in Klingon):
qatlh Qapbe' *hotmail*?
>*KLI Mailing List*Daq QIn vIlI', 'ach 'oH pawQo'.
>I send a mail to the KLI Mailing List, but it refuses to arrive.
Word order again:
tlhIngan Hol yejHaD jabbI'IDghomDaq QIn vIlI', 'ach pawQo' 'oH.
>*KLI Mailing List*vaD *Hotmail-Account* vIqI'. 'oH mujangbe'.

Although I'm not sure that {-vaD} is wrong - is the mailing list "in some
way the beneficiary of the action"" (cf. TKD p.180) - a purpose clause
works better here (and note the word order):
tlhIngan Hol yejHaD jabbI'IDghom vIHevmeH *Hotmail-Account* vIqI'
'ach mujangbe' 'oH.
I signed the Hotmail account (in order) to receive the KLI Mailing
list, but it doesn't answer me.
Interesting use of {qI'} "sign (a treaty)"; I suppose a contract or account
agreement can be considered a type of treaty. Using the purpose clause
makes your use of {qI'} a bit clearer:
X vIHevmeH Y vIqI'
in order to receive X, I signed Y
*hotmail* vIlo'be'mo' jISovbe'. *hotmail" DarI'nIS.
I don't know since I don't use Hotmail. You need to contact ("hail") Hotmail.
