It's easy:
Basically, if there are two people sitting at a table and talking about or 
in Klingon, then you have a qepHom.
Don't take it too strict, don't bother wasting too much time for planning - 
just meet and talk!

Of course, if you are expecting *many* people, it might be interesting to 
have some hand-outs, maybe short word lists or phrases - especially for 
beginners who know no klingon at all. Take everything with you that you 
have about Klingon: Books, CDs, Audio, games, the poster, cards... and 
Gagh!
