<qay'> is "be a problem", which doesn't take an object.
So you want <jIHvaD qay'> or even just <qay'> (context will
make it clear who it's a problem for).

<(jIHvaD) qay' latlh mu'tlhegh> "Another sentence is a
problem (for me)".
