i have some doubts about this. (first, some rambling)
if {nuq} can be used as a pronoun-verb (like ghaH, 'oH, and MOST ESPECIALLY
'Iv) then the question has to be set up with the question word {nuq} in the
same position as the desired answer.

the sentence in the position that would be occupied by the answer."]
the answer would look like {*word* 'oH mu''e'} or just {*word* 'oH}, {'oH}
replaces {mu'} and *word* replaces {nuq}.
so your first part looks right to me.
