Not correct.  Rovers also appear on action verbs.  E.g.:

   yIHaDqu'
   Study him well. TKD

   tujqu'choH QuQ
   The engine is overheating. TKD

   nom yIghoSqu'
   Maximum speed. ST5

   maHeghbejqu'
   It's certain death. (ST5 notes)

   qIrq wItlha'taHqu'
   Where Kirk goes, we follow. (ST5 notes)

   qara'qu'
   That's an order. (ST5 notes)

   jIDoy'qu'
   I am very tired. PK

   naDev Dochvetlh qemqu'!
   I really mean it this time! Bring that here! PK (clipped)

   tIqIpqu' 'ej nom tIqIp
   Hit them hard and hit them fast. TKW

There are more examples of {-qu'}.

And, of course, {-Ha'}, {-be'} and {Qo'} can logically appear on action 
verbs:  e.g. {So'wI' yIchu'} "activate the cloaking device!", {So'wI' 
yIchu'Ha'} "de-activate the cloaking device!", {So'wI' yIchu'Qo'} "don't 
activate the cloaking device!", {So'wI' yIchu'Ha'Qo'} "don't de-activate 
the cloaking device!", {So'wI' vIchu'be'} "I didn't activate the cloaking 
device", {So'wI' vIchu'Ha'be'} "I didn't de-activate the cloaking device".
