Not correct. Rovers also appear on action verbs. E.g.:

yIchu'Ha'} "de-activate the cloaking device!", {So'wI' yIchu'Qo'} "don't
activate the cloaking device!", {So'wI' yIchu'Ha'Qo'} "don't de-activate
the cloaking device!", {So'wI' vIchu'be'} "I didn't activate the cloaking
device", {So'wI' vIchu'Ha'be'} "I didn't de-activate the cloaking device".
