There is now a Klingon Wikipedia at http://tlh.wikipedia.org/ .

What's a Wikipedia?
- short answer: an encyclopaedia where *anyone* can create or edit
  articles
- longer answer: http://en.wikipedia.org/wiki/Wikipedia:About

The Klingon Wikipedia has only just begun and many useful documents
which exist in other languages (such as "How do I edit an article?")
aren't there yet. It may be best to go to the English language Wikipedia
( http://en.wikipedia.org/ ) for help.

So if you know some Klingon and would like to participate, have a go and
create an article on some subject you know about or want to research!
