Just a thought (not a correction): might it be that /ja'/ refers to the
actual relating of information through speech, while /jatlh/ refers to
speech in general, even if it is just babbling?
The English phrase "I talk too much" could mean "I babble" or "I say too
many things I shouldn't say." To me, /tlhoy jIja'/ says the latter, while
/tlhoy jIjatlh/ could be either one..

Your English uses the perfective. To match this in Klingon, you'd need to
add /-pu'/ or /-ta'/ to the final verbs.
A point I didn't see anyone mention: /'Iq/ doesn't just have to follow
nouns. It's a verb in its own right.
