{tlhoy} is an adverbial meaning "overly, too much", and so comes at the
beginning of the sentence.
{'Iq} is a "verb of quality", glossed as "to be too much, too many", and as
such comes after the noun it modifies.
The first one gives a feeling of overdoing the *action* of the sentence,
e.g. eating.
The second indicates that the *quantity* of {qagh} consumed was the
excessive component.
