TKD 4.2.6 describes the use of the Type 6 verb suffix {-law} for this
purpose.

"This suffix expresses any uncertainty on the speaker's part and may even be
thought of as meaning _I_think_ or _I_suspect_.  Thus, the previous two
sentences could be translated _I_think_that_it's_empty_,
_I_suspect_that_he/she_is_controlling_us_."
