I understand this as "I refused to tell it". Isn't {vIja'be'} enough?

Besides, Okrand has told us that the only appropriate objects for {ja'} (and {jatlh}) are a language or a 
noun describing speech (SoQ, lut, mu', etc.). 
  {torghvaD jIjatlh} "I speak to Torg."
  {torgh jIjatlh} "I say Torg."
  {tlhIngan Hol Dajatlh'a'?} "Do you speak Klingon?"

I can now hear people asking >How do you say "I didn't say the name of the planet"?<

I'd recast it to "I didn't name the planet"

  "because I misremembered that alien-planet's name, I was not able to name it."

For *not remember* also remember the word "forget" {lIj}
