61E

A big country should be like a low-lying land.
It should be like the meeting ground of the world.
It should be like the female of the world.
The female always defeats the male with calmness.
Because she is calm, she remains low.
Now, if the big country is below the small state
it conquers the small country.
And if the small country is below the big country
it conquers the big country.
Thus some win by becoming low
And some win by remaining low.

What the big country wants is to unite people
    and nourish them.
What the small country wants is to serve people
    and find shelter for them.
Both can get what they want
If it's the large country that bocomes low.

[A] The Klingon and English versions do not quite match. Though the English
translation might suggest otherwise in these sentences {qo'Daq} functions as
header noun, not as the first noun in a two noun sequence:

"In the world it [i.e. a big country] needs
to act in the manner of a place for the
     purpose of meeting "

"In the world it needs to act in the manner
     of a woman"

The problem is that leaving "in the world" in the English version would make
the lines a bit awkward and removing the {–Daq} from {qo'} in the Klingon
version would lead to an ambiguity:

  qo' ghommeH Daq:
    1. the world's meeting place
    2. the place for the purpose of meeting the world

[B] The Klingon has {latlh} - other(s), while the English has "some" for
purely stylistic reasons.
