Never heard of it.  It's not from Marc Okrand.

We have two relevant words here:

ngagh
mate with (v)

nga'chuq
have sex (v)

Apparently, the parties engaged in sex are all the subjects of /nga'chuq/.  
For instance,

nga'chuq loD be' je
The man and the woman have sex.
