The same in english:

>When I send a message to "KLBC" while using Klingon, do I break (mis-follow) the rules?.
there is a verb for "break (rules)" - {bIv}

When you send a message *to* KLBC, where do you think you're sending it to? ;-)
You may always answer a KLBC message, and you can use either english or klingon. But pay attention: Only the BG is
allowed to correct the grammar. As soon as the "Beginners' perfect rule-follower" has corrected all the grammar, then
others may jump in and add their opinions or suggestions to the question. Don't forget: I make mistakes once in a while too.
(but, of course, that don't happen very often ;-)

>I've sent a few messages to "KLBC" while using Klingon, and noone's responded.

That is unfortunate.
You say "to KLBC". Does that mean you replied to a KLBC, or did you make new KLBC messages, or both?

>I only want to practice.

Good! Keep practicing!
If you want to practice, you do not need the KLBC flag. Now while we are talking, we certainly practice. But this could
perhaps be too much for a KL*Beginner*C. But when you have doubts, or a question, or just want your sentences
checked, then you definitely need the KLBC flag, because otherwise, I might not read the message, or not pay much
attention to it.
