Because he's an actor.

Yes, he says "kwahom" very often.

Gowron emphasizes this very much. But he is right! The {gh} sound is very close to the french way of rolling the R in
"rouler", "rouge", "beurre": all the way back in your throat.
When you listen again, you'll notice that {-chugh}sounds like "churrrrr".

I do understand what you mean.

Let's say it's gowron's accent. But he really does an effort for the pronunciation. This one example is maybe confusing, but
most of what he says he very good pronunciation.
