I'm not sure what you mean here.  Since there are no native speakers, 
Okrandian canon stands in the same relation to the language as native speech 
would to a natural language.  Your comparison seems invalid.  If the Dalai 
Lama had invented Buddhism, then whatever he said was Buddhism would be 
Buddhism.  Since Okrand invented Klingon, whatever he says is valid is 
valid.
