This sounds like they're waiting for a [long period of time], as in, one
that
is large enough to what they need to do; a short peroid of time is not
sufficient, they need a larger one. Like when pulling out of a side street,
you're waiting for a gap that is large enough to pull into.
For the amount of time spent waiting, I would use the /qaStaHvIS.../
