Hach is "developed" in the sense that a civilization is developed.  Plus it 
most likely doesn't take an object; and you marked the subject as "I".

You could write this a few ways.
Starfleet could be the subject, and you would use  chen.
Starfleet could be the object, and you would use  cher, with the suffix -lu'.

The years are time-stamps.  They go at the beginning of the sentence.  They 
should also be labeled as "year".

With these clues, try these sentences again.
