If BG DloraH doesn't mind the preemptive strike, here's some vocabulary to
consider...

{tayqeq} "civilization".  Cf. {nugh} "society (group of people with a shared
culture)" and the slang word {tlham} "order, structure (societal)". 

Cf. also {Hach} "be developed (e.g. a civilization)", {'Itlh} "be advanced,
highly developed", {tay} "be civilized", {taymoH} "civilize".

You've misquoted this at least once before.  The phrase actually is:  

  qun qon charghwI'pu''e'
  History is written by the victors. TKW 

Another victorious proverb is:

  reH lugh charghwI'
  The victor is always right. TKW

"Victor, conqueror" is {charghwI'}.  *{yaywI'} is not allowed, as our BG will
no doubt explain, along with the remainder of your post.  
 
The best way to learn vocabulary and other grammar - especially prefixes and
suffixes - is to memorize phrases and proverbs; but it only works if you
remember them correctly.
