I'm pretty sure this means "Before the captain almost arrived, I heard a
sound." The adverbial would modify the root verb, not the suffix {-pa'}.
Meanwhile, this does leave us with a challenge as to how to say what you
were trying to say.

A Klingon may be inaccurate, but he is never approximate. In fact, we have a
word for inaccurate (qarbe' or qarHa'), but we don't have a word for
approximate, unless you want to count pupbe'/pupHa'.
