I think I understand now.
Let's try some examples here,
Because my wife is with child, I do not want (neH) to go to Afganistan; but I
am willing (-qang) if they call me.
I do not want (neH) it to rain when I play paintball, but I'm still willing (-
qang) to play if it is raining.
