I don't think it's quite that clear-cut. I think it could easily be viewed
as taking place in the region encompassing the stated subject and object.
If there's no object mentioned, the shooting obviously happens at the
subject. If there's no subject mentioned, it basically happens at the
object. Shooting an elephant could arguably happen at the shooter, or at
the elephant, or at the equatorial grassland bestiary where both shooter
and elephant are.
