Maybe the placing of {wa'DIch} changes the meaning?
{tlhIngan Dujmey wa'DIch luleghlu'pu'bogh}
"The first Klingon ships (i.e. first ships built by Klingons),
which were seen" - not the meaning required by (S15)
as opposed to
*** {wa'DIch tlhIngan Dujmey luleghlu'pu'bogh}
*** "The Klingon ships which were first seen (i.e. Klingon
ships, not necessarily the first ships built by Klingons,
but which were the first ones seen [by the Feds])"
It might be like the English "The first Klingon ships, which were
seen" and "The Klingon ships, which were first seen", which switches
the word ordering. Or maybe it's a typo.
Or maybe it's some local dialect (the dialect spoken in the shipyard
planets?) that places ordinal numbers before the nouns.
