As I understand it {la} means the military rank Commander (notice the
capital 'm') and {ra'wI'} means "commander" (small 'm'), i.e. "one who
commands". To Chief Petty Officer Miles Edward O'Brian, Ensign Wesley
Crusher is his {ra'wI'}.
