{-Hey} and its siblings are basically supposed to indicate how certain the
speaker is that he has correctly identified the thing.  You've used it here
as if it were an adjective meaning "be apparent".  Torg knows very well
that what he's talking about isn't a targ; it just looks something like
one.  Almost everyone will understand this usage, but it's not
uncontroversially correct.
