Poetic licence.
{chovnatlh} "specimen" was used for "issue (of magazine)" by the comic
"Starfleet Academy" #18, the special Klingon issue translated IIRC by SuStel et
al. into tlhIngan Hol. {jabbI'ID} "data transmission" has been used in the
official fan magazine "Star Trek Communicator" #104 (1995), another special
Klingon issue containing a few phrases of Hol supplied by Okrand:

However, Okrand has also used {jabbI'ID} to refer to a recent email post
on the old MSN startrek.expertforum newsgroup in a public note to SuStel
(11/96):

I do see SuSvaj's point. And, aside from aping Okrand's every usage,
{jabbI'ID} feel a bit more appropriate for an on-line electronic magazine
however. OTOH {jabbI'ID} is sometimes overly used when more precise vocabulary
is lacking.
