If he meant "inexpensive", that would be {waghbe'}; inexpensive is not the same
as cheap.
Aha! Perhaps he wanted to say "discounted" or "on sale"? The book was
expensive but now that's been undone, i.e. the price has been reduced.
Following that reasoning, *{qutlhHa'} might mean an inflated price -- it was
cheap but the price has been incorrectly (unjustly?) raised.
