Make your own. I have mine in an Excel spreadsheet (simple, but effective).
It took me all last weekend, but it was worth it since it forced me to read
all the vocabulary lists. If someone were to publish a complete list of all
the tlhIngan Hol words, it would certainly violate Paramount's copyright.

What do you mean? <HoHwI'> was used in KCD, though in context it was
referring to a device ("a thing which kills") rather than a person
("a killer").
