If the Congress takes the courageous step of abolishing the NEA, it will be
a
first step in restoring the primacy of the Constitution in our federalist
system.  The Constitution does not allow the federal government to subsidize
the
arts thus defining what art is.  The arts should be funded by the individual
citizens with their own money in a free market system.  Such a system of
individual funding is consistent with our values of freedom both for the
artist
and the citizen.
