' is a consonant.  It is a letter of the alphabet just like all the other
letters.  Our observation of klingon tells us that we can't group consonants
together like that in the same syllable.
(c = consonant, v = vowel)
A klingon syllable is:  [ cvc ], or [ cv ], and a few special
exceptions of [ cvcc ].

Likewise, you can't have two vowels together in the same syllable.
