That's <Da>, no <'>.

I wondered about that.

Take it slowly and break it down into parts. "If all the passengers are a
Japanese tour group". We'll use <*Japan ngan lengwI' ghom> for "Japanese
tour group", so that's <*Japan ngan lengwI' ghom chaHchugh Hoch
raQpo'pu''e'>. Wow - kind of weird, but I think it works.
"How do the officers talk to the transported passengers?". For "transported
passengers", you could use <raQpo'pu' lujollu'pu'bogh>, but I think
<qama'pu'> makes just as much sense and is way easier. From there, add "the
actors speak to". <ja'> is prefect for this - it's a verb of speaking, and
its object is the people spoken to. <qama'pu' ja' DawI'pu'>. Put both
together with a <vaj> and add a <chay'> for how, and you get:
*Japan ngan lengwI' ghom chaHchugh Hoch raQpo'pu''e', vaj chay' qama'pu' ja'
DawI'pu'?

They use the Universal Translator! Don't forget that this is Star Trek!
