Aside from the typo, you can. The version with <-lI'> says that the high
council is in the process of describing y'all, and at some point will be
finished. For example, if the council might be in the middle of a three hour
session for the purpose of describing you.
The version with <-taH> just says that the action is continuous. During some
indeterminate interval, which could be a few moments or many centuries, the
council is/was/will be describing you.
The difference between <-lI'> and <-taH> is a fairly subtle one, and often
does not come across in translations.
