I think, what's failing is your assertion that Klingon 
conjunctions and adverbials function in some sense "similarly"
I'd expect a conjunction to appear between phrases _of_the_same_rank_
only, i.e. if it occurs (immediately except for a possible
subject) after a verb with -chugh, I'd expect it to be follwed by
another -chugh.

e.g.

bIHeghchugh 'ach leghchugh pagh, pum'a' rutlh?
